Egypt and the Unity of Somalia .. A Steadfast Strategic Role in Safeguarding Sovereignty and State-Building

Amid the rapidly accelerating geopolitical transformations unfolding in the Horn of Africa, the Somali file remains one of the most complex and sensitive issues, given the intertwining of security, political, and humanitarian dimensions, in addition to its direct impact on the security of the Red Sea and the Gulf of Aden—two of the most vital strategic corridors for global trade. In this context, Egypt’s role has emerged as one of the most balanced and consistent in supporting the unity of the Somali state, preserving its sovereignty, and rejecting all forms of fragmentation or the imposition of faits accomplis. Egyptian policy toward Somalia is grounded in a firm, unequivocal principle: respect for state sovereignty and territorial integrity as a cornerstone of the Arab and African collective security system. Over decades, Cairo has remained committed to refraining from any policies or actions that could undermine the Somali entity or encourage separatist tendencies, regardless of the justifications or pretexts presented.

This Egyptian position has not been merely theoretical or confined to diplomatic rhetoric; rather, it has been translated into concrete action across regional and international forums, including the African Union, the League of Arab States, and the Organization of Islamic Cooperation. Egypt has consistently and unequivocally defended Somalia’s unity and rejected recognition of any parallel or unconstitutional entities outside the framework of the centralized Somali state. Egypt has also played a pivotal role in providing political and diplomatic backing to the Somali Federal Government by continually affirming its legitimacy, supporting national state institutions, and actively contributing to the formulation of collective regional positions that shield Somalia from external interventions seeking to exploit the fragility of its internal situation.

Cairo has likewise emphasized the importance of encouraging Somali–Somali dialogue as the sole viable path to addressing internal disputes—whether between the central government and federal member states or among various political forces—stressing that externally imposed solutions would only deepen the crisis and undermine prospects for stability.

Recognizing that Somalia’s unity cannot be achieved without building strong national security institutions, Egypt has supported efforts to train Somali security and military personnel and has contributed to the transfer of technical and institutional expertise. These efforts aim to enable the Somali state to extend its authority across its entire territory and confront challenges posed by terrorist groups, foremost among them Al-Shabaab.

Such support is embedded within a comprehensive vision that views Somalia’s stability as inseparable from the stability of the Horn of Africa and, consequently, the stability of the Red Sea—an area that directly intersects with Egypt’s strategic interests and Arab national security.

Egypt’s role has not been limited to political and security dimensions alone; it has also extended to humanitarian and developmental support, which represents one of the most critical tools for strengthening the cohesion of the Somali state. Egypt has provided medical and humanitarian assistance and contributed to supporting education and healthcare sectors, as well as human capacity-building, based on the conviction that investing in human development is the true foundation of state-building.

Egyptian universities and educational institutions have also hosted large numbers of Somali students, helping to prepare qualified national cadres capable of contributing to the reconstruction of state institutions and the reinforcement of national unity.

Notably, Egypt’s vision transcends the present moment. Its stance on Somalia falls within a broader perspective on the Horn of Africa that rejects the militarization of crises, resists hegemonic policies, and supports the nation-state as the sole guarantor of stability and development. From this standpoint, Cairo believes that any infringement upon Somalia’s unity does not threaten Somalis alone, but rather opens the door to prolonged regional chaos, the repercussions of which could extend across the entire region.

The role Egypt plays in supporting Somalia’s unity and sovereignty is cumulative, strategic, and characterized by balance and clarity. It is grounded in a deep understanding of the complexities of the African landscape. Cairo does not seek transient influence, nor does it engage in proxy conflicts; instead, it operates from a firm conviction that Somalia’s stability and unity constitute a collective gain for Africa and the Arab world, and a fundamental guarantee for the security of the Red Sea and international maritime routes.

At a time when attempts to dismantle states from within are on the rise, Egypt’s position toward Somalia stands as a model of responsible regional engagement—one that balances support for legitimacy, respect for sovereignty, and sustained efforts to build a resilient national state capable of withstanding mounting challenges.
