Egypt’s House of Representatives approved on Tuesday a cabinet reshuffle involving multiple posts in Prime Minister Mostafa Madbouly’s government.
President Abdel-Fattah El-Sisi discussed the cabinet reshuffle with Madbouly during a meeting earlier on Tuesday, according to the presidency.
Parliamentary sources said that the president, in an unprecedented step, sought MPs’ views on the nominated ministers through a roll-call vote before the oath-taking ceremony.
According to parliamentary regulations, the reshuffle process formally begins when the president notifies the House of his intention in an official letter listing the proposed ministers and affected portfolios.
The speaker presents the letter at the first session after receipt, after which it is read aloud and put to a vote as a single package. Approval requires a majority of members present, after which parliament informs the president of the outcome. Once endorsed, the new ministers are invited to take the constitutional oath.
Under Egypt’s constitution, the president may introduce a cabinet reshuffle after consulting the prime minister, provided that the House of Representatives approves the proposed changes. Traditionally, new governments are formed at the start of each parliamentary term, either through a full ministerial overhaul or a partial reshuffle covering selected portfolios.
The most recent cabinet reshuffle took place in July 2024 and affected 20 ministerial portfolios .
