In a landmark development for regional economic governance, the competition authorities of the Economic Community of West African States (ECOWAS), East African Community (EAC), Common Market for Eastern and Southern Africa (COMESA), and the West African Economic and Monetary Union (WAEMU) officially signed a Memorandum of Understanding (MOU) aimed at enhancing cross-border enforcement of competition and consumer protection laws across Africa.
The historic signing ceremony took place on 26 February 2026 in Livingstone, Zambia, marking a significant step toward deeper regional cooperation and stronger regulatory alignment among Africa’s leading economic communities.
Strengthening Cross-Border Competition Law Enforcement in Africa
The newly signed MOU establishes a formal framework for cooperation among the four regional competition authorities. The agreement is designed to improve coordination in enforcing competition laws, addressing anti-competitive practices, and enhancing consumer protection mechanisms across member states.
By fostering structured collaboration, the agreement aims to reduce regulatory fragmentation, promote information sharing, and strengthen institutional capacity in handling cross-border competition cases. This initiative reflects a broader continental effort to align enforcement standards and ensure that businesses operate within a transparent and fair competitive environment.
Advancing African Economic Integration and Fair Competition
The Memorandum of Understanding directly supports Africa’s long-term economic integration agenda. By promoting consistent enforcement of competition and consumer protection laws, the agreement seeks to:
- Enhance fair competition across regional markets
- Protect consumers from unfair and deceptive practices
- Strengthen institutional cooperation among competition authorities
- Facilitate efficient resolution of cross-border competition cases
- Support sustainable economic growth across member states
The collaboration between ECOWAS, EAC, COMESA, and WAEMU represents a strategic move toward harmonizing regulatory frameworks and ensuring that market integration is accompanied by strong enforcement mechanisms.
Official Representation at the Signing Ceremony
At the signing ceremony in Livingstone, ECOWAS was represented by Mr. Simeon Koffi, Executive Director of the ECOWAS Regional Competition Authority. He underscored the importance of cooperation among regional competition authorities in promoting fair competition and safeguarding consumer rights.
Mr. Koffi emphasized that effective collaboration is essential to addressing cross-border anti-competitive conduct and ensuring that markets remain open, competitive, and beneficial to consumers throughout the region.
A Milestone for Regional Regulatory Cooperation in Africa
The signing of this Memorandum of Understanding marks a pivotal milestone in strengthening regional regulatory cooperation across Africa. As cross-border trade and economic integration continue to expand, coordinated enforcement of competition and consumer protection laws becomes increasingly critical.
Through this agreement, the competition authorities of ECOWAS, EAC, COMESA, and WAEMU reaffirm their shared commitment to fostering fair markets, protecting consumers, and advancing Africa’s economic integration through enhanced cross-border cooperation.
