The Board of Directors of the African Development Bank Group has approved an $18.8 million grant for the Government of Ghana to finance the implementation of the Regional West Africa Resilient Rice Value Chains (REWARD) Project, in a move aimed at boosting domestic rice production, strengthening food security, and creating jobs across the agricultural value chain.
African Development Bank Grant to Support Rice Production in Ghana
The REWARD Project seeks to increase rice productivity in Ghana, improve the efficiency of market systems, strengthen the competitiveness of locally produced rice, and reduce the country’s dependence on rice imports.
The project is expected to support Ghana’s efforts to develop its rice sector by raising agricultural productivity and improving market access mechanisms, thereby strengthening the position of locally produced rice in the domestic market and reducing the country’s exposure to volatility in global rice prices.
Agriculture and Food Security in Ghana
Agriculture remains a central pillar of Ghana’s economy, providing livelihoods and sources of income for large segments of the population while playing a critical role in ensuring food security.
However, domestic rice production has failed to keep pace with steadily rising demand, prompting Ghana to rely on imports to meet part of its needs. This reliance leaves the country more vulnerable to fluctuations in global market prices.
The Regional West Africa Resilient Rice Value Chains (REWARD) Project seeks to address these challenges by directing investments toward climate-resilient rice production systems, improving access to high-quality agricultural inputs, and expanding the use of agricultural mechanization.
The project will also support the development of irrigation systems and land development in key rice-producing areas, helping to improve production efficiency and strengthen farmers’ ability to cope with climate-related risks.
Modernising Rice Processing Facilities and Expanding Private Sector Participation
The project’s interventions will not be limited to agricultural production. The initiative will also support the modernisation of rice processing facilities, strengthen linkages between producers and markets, and encourage greater private sector participation across the various stages of the rice value chain.
This integrated approach is designed to develop Ghana’s rice sector from production through processing and marketing, increasing the value added to locally produced rice and supporting the growth of agribusinesses.
Northern Ghana to Serve as a Key Focus Area for REWARD Implementation
Implementation of the project will focus on selected districts within Ghana’s Northern Savannah Ecological Zone, an area with significant agricultural potential but where productivity continues to face a number of constraints.
Key challenges include climate-related risks, inadequate infrastructure, and weak market integration, all of which limit the region’s ability to fully harness its agricultural production potential.
Through targeted investments in agricultural infrastructure, irrigation, mechanization, and access to quality inputs, the project aims to address these constraints, create better conditions for increasing rice productivity, and strengthen the competitiveness of locally produced rice.

Halima Hashi, Country Manager of the African Development Bank Group’s Ghana Country Office, said the project would help strengthen Ghana’s rice value chain by increasing productivity, improving market access, and supporting agribusiness development.
She added that investment in climate-resilient agriculture would contribute to strengthening food security, creating jobs, and promoting more inclusive economic growth.
REWARD Project Aligned with Ghana’s Agricultural Priorities
The REWARD Project is aligned with Ghana’s national development priorities, including the country’s agricultural transformation and food security agenda being pursued under the Feed Ghana Programme.
The project also supports several strategic priorities of the African Development Bank Group, particularly climate-resilient agriculture, private sector development, and inclusive economic growth.
At the regional level, the project contributes to broader efforts to strengthen food systems and enhance their resilience across West Africa, helping to promote food security, economic stability, and sustainable development throughout the region.
