Few figures have imprinted their legacy so profoundly upon the African development agenda as Her Excellency Dr. Amani Abou-Zeid. A polymath of international standing in the spheres of infrastructure, energy, and digital transformation, Dr. Abou-Zeid has served as a primary catalyst for the continent’s modernization, most notably during her distinguished tenure as the  African Union Commissioner for Infrastructure, Energy, and Digitalization  (2017 – 2025).  

Possessing an illustrious career spanning over three decades—with senior-level contributions to the African Development Bank (AfDB), the United Nations Development Programme (UNDP), and the United States Agency for International Development (USAID)—Dr. Abou-Zeid has cemented her reputation as a pre-eminent voice on economic integration, digital sovereignty, and the imperatives of energy security.

Her academic rigour—uniting Electrical Engineering, Public Administration from Harvard University, and a Ph.D. in Social and Economic Development—has afforded her the singular capacity to marry technical precision with grand strategic policymaking.

The Transformation of Africa’s Infrastructure Landscape

As Commissioner, Dr. Abou-Zeid directed the execution of several of the continent’s most ambitious connectivity projects under the aegis of Agenda 2063.

A crowning achievement of her tenure was the advancement of the Single African Air Transport Market (SAATM). By liberalising the aviation sector, this flagship project has served to dismantle barriers to air travel, thereby fostering unprecedented growth in trade, tourism, and regional integration.

Furthermore, under her stewardship, the Programme for Infrastructure Development in Africa (PIDA) saw a marked acceleration.

Her oversight of cross-border transport corridors, expansive rail networks, and critical water infrastructure resulted in the successful implementation of nearly 40 percent of PIDA’s priority projects—a testament to her ability to mobilize billions in essential capital.

Championing the Digital Transformation Agenda

Dr. Abou-Zeid recognized early that the digital epoch would dictate the pace of future economic prosperity. Consequently, she spearheaded the Digital Transformation Strategy for Africa (2020–2030), a visionary framework designed to entrench a robust digital economy across the continent.

This comprehensive roadmap focused on the democratisation of digital skills, the fortification of cybersecurity, and the integration of Artificial Intelligence. A hallmark of this era was the expansion of the African Internet Exchange System (AXIS), which witnessed the proliferation of local Internet Exchange Points from 18 to 35. This achievement was pivotal in reducing bandwidth costs and bolstering Africa’s digital sovereignty.

Energy Integration and the Green Transition

Conscious that sustainable growth rests upon the bedrock of energy access, Dr. Abou-Zeid championed the African Single Electricity Market (AfSEM). This unparalleled initiative aspires to unify the energy grids of all 55 African Union member states.

Her policies have placed Africa on an ambitious trajectory toward universal electricity access by 2040, with a visionary energy mix comprising approximately 70 percent renewable sources.

From green hydrogen production to sustainable aviation fuels, her advocacy has been instrumental in strengthening regional power pools and ensuring climate resilience.

Elevating Women’s Leadership

Beyond her policy portfolio, Dr. Abou-Zeid is a staunch proponent of gender parity. By founding the African Network for Women in Infrastructure (ANWI), she created a vital conduit for women to ascend to leadership roles within the engineering and technical sectors, ensuring that the architects of Africa’s future represent the breadth of its talent.
